Old Dominion Electric Cooperative retained Burns and McDonnell to complete a project definition report for a biomass co-firing system at the Cypress Creek project. The project definition report includes key conceptual design documents such as site arrangements, performance estimates, material balances and cost estimates. Burns & McDonnell was also retained to provide siting assistance, permitting and technical engineering services for this base load facility in Virginia.
The Burns & McDonnell scope included these development activities:
- Site identification, evaluation and selection
- Site infrastructure development and engineering support
- Conceptual design and scope definition, including development of performance estimates, capital cost estimates, operating and maintenance cost estimates, cash flow, and a project schedule
- Evaluation of various plant configuration options including coal conversion technology, steam cycle conditions, emission control equipment, heat rejection equipment and biomass drying technologies
- Application assistance for permits submitted to the Virginia Public Service Commission and the Virginia Department of Environmental Quality
- Biomass co-firing at a rate of 2 percent heat input to each boiler
- Separate biomass material handling and co-firing injection system
