Burns & McDonnell prepared an Environmental Assessment (EA) for the construction and operation of a new maximum security U.S. Disciplinary Barracks. The EA was prepared in accordance with the National Environmental Policy Act (NEPA) and implementing regulations, including Army Regulation 200-2.

A major issue addressed by the EA was the presence of a significant prehistoric site at the preferred construction site. Other important issues addressed within the EA included potential impacts associated with the construction of a new access road, forest fragmentation, potential impacts to neotropical migrant birds, and the closure, demolition, or reuse of the existing facility.

In addition, a Burns & McDonnell archaeologist managed the Phase ll cultural resource survey, preparation and implementation of the Data Recovery Plan. The excavation, recovery and analysis of cultural materials from the prehistoric site were conducted as mitigation for potential adverse impacts that could result from construction.
