Burns & McDonnell was hired by the City of Geneva to plan and design for a fiber optic intergovernmental wide-area data network (I-Net) that would serve local government including county, city, municipal utility, school, and parks & recreation facilities within the City.

Burns & McDonnell developed two alternative plans: a plan for a SONET/ATM network and a plan for a Gigabit Ethernet/IP network. Our report included a conceptual design for each network, a capital and O&M budget estimate, and a discussion of technical advantages and disadvantages of each method. The Gigabit Ethernet system was chosen for design and implementation.
The final system consists of two separate fiber optic networks; one network supporting electric utility substation applications and a second network supporting intergovernmental information services. The project included more than 20 miles of fiber optic cable and network electronics service 34 locations throughout the City.
