Burns & McDonnell provided owner’s engineer services for Cleco Power's Rodemacher Unit 3, a single steam turbine and two circulating fluidized bed (CFB) scrubbers. When placed in service, the CFBs were two of the largest units in the world.
Burns & McDonnell assisted Cleco during the design phase by reviewing the engineer-procure-construct (EPC) contractor’s documents, including drawings, procurement and construction packages, project schedule, and progress reports, to determine compliance with the EPC contract requirements. Burns & McDonnell also provided resident services during the construction and startup phases.

Rodemacher Unit 3 is a 600-MW plant in central Louisiana. The primary fuel is petroleum coke. Natural gas was used for startup. The plant uses a polishing SO2 removal system consisting of reinjecting humidified ash into the flue gas for additional SO2 removal and better limestone reagent utilization.
The project was being performed on a turnkey engineer-procure-construct (EPC) basis. The Shaw Group Inc. is the EPC contractor.
