Burns & McDonnell prepared an Environmental Impact Statement (EIS) for the relocation and upgrade of U.S. Highway 71 between Texarkana, Ark., and the Louisiana state line. This 33-mile section will be upgraded to a controlled access, four-lane, divided freeway. Important issues in the project area include land use, endangered species, relocation of homes, cultural resources and wetlands. The Sulfur River Wildlife Management Area is a sensitive resource within the project area
