TXU Power, Cleco Power award owner's engineer contracts
Burns & McDonnell was awarded separate contracts by TXU Power, Cleco Power LLC
KANSAS CITY, Mo. — Burns & McDonnell has been awarded separate contracts by TXU Power and by Cleco Power LLC to serve as owner's engineer on new coal-fired power generation projects.
Under the contract with TXU Power, Burns & McDonnell will serve as owner's engineer on its Oak Grove lignite-fired power station. Oak Grove will consist of two 860-megawatt (MW) units. Construction is expected to begin in 2007 with completion of the power station as early as 2009.
In a separate contract with Cleco Power LLC, Burns & McDonnell will serve as owner's engineer on a proposed new 600-MW unit at Cleco's Rodemacher Unit 3 power station. The new unit will consist of two 300-MW circulating fluidized-bed (CFB) boilers and one steam turbine. Cleco Power's total projected cost is expected to be approximately $1 billion. Construction is expected to begin in 2006 with completion of the unit by 2009. Regulatory and environmental approvals must be received before construction can begin.

"The TXU project will entail unique challenges for incorporating equipment delivered 25 years ago for the original plant design into the new state-of-the-art coal plant technology of today," said Burns & McDonnell project manager Steve Gosoroski.
"Burns & McDonnell has a long and successful track record of experience with solid fuel power facilities and we are excited to get to work for TXU Power," said Ray Kowalik, vice president and general manager of the Burns & McDonnell Energy Group. "We will have up to 15 people working on the TXU project over a period of five years. When complete, these new units will meet the energy needs of Texas' electric customers for many decades into the future."
"With Burns & McDonnell's help, we're confident Oak Grove will soon be delivering reliable, low-cost energy for the state of Texas and improving the state's fuel diversity," said Brad Jones, vice president of corporate development for TXU Power. "Their experience with solid-fuel plants will help us make the Oak Grove project one of the lowest-cost and fastest-to-market power plants in the Texas."
The new Oak Grove generating station will utilize state-of-the-art flue gas desulphurization (FGD) technology and employ low-NOx burners and selective catalytic reduction technology to meet current and future clean air regulations.
Cleco Power
"We are excited to be selected by Cleco Power as a partner on a project that will help stablilize prices, lower customer bills and provide reliable power supplies over the long-term in a region that has been hard-hit by recent natural disasters," Kowalik said. "Cleco Power is among a growing list of energy companies that are helping improve our national and regional energy security in a cost-effective manner by investing in solid fuel generation."
The new CFB unit will use state-of-the-art flue gas desulphurization (FGD) technology and employ selective catalytic reduction technology to meet current and future clean air regulations. The proposed unit will be capable of using a variety of solid fuels, including petroleum coke, a byproduct of the oil refining industry, which is available in Louisiana.
