Designated by the U.S. Department of Homeland Security (DHS) as a Qualified Anti-Terrorism Technology (QATT), a PLUSSM rating evaluates your facility’s attractiveness as a target and the capability of its countermeasures to defend against, respond to or recover from a malicious episode. The BSC’s risk-based framework provides standardized ratings on a scale from “rated” to “platinum” and aligns with the Federal Emergency Management Agency’s (FEMA) Reference Manual to Mitigate Potential Terrorist Attacks Against Buildings.

A PLUSSM rating provides independent verification from BSC that your facility complies with industry-accepted practices for building security as codified in federal agency guidelines. In addition, under the SAFETY Act, you may be exempt from many third-party claims following an act of terrorism that affects your facility.*


A PLUSSM rating can thus serve as a valuable risk management tool, assisting with decision support, loss control and liability mitigation. As a result, you may be able to save money over time on insurance premiums.

* According to regulations adopted by DHS, a cause of action for performance or nonperformance of a QATT in relation to an act of terrorism may be brought only against the seller of the QATT. However, Burns & McDonnell cannot provide advice on the precise legal ramifications of obtaining a PLUSSM rating from BSC.
