Burns & McDonnell developed a two-phase design-build RFP for a $29.9 million readiness center that consolidates 358 personnel from three locations into one facility adjacent to the Bradley International Airport. The two-story, 110,000-square-foot facility includes open and private administrative office space, classrooms, firearms training simulator, drill hall with an adjoining kitchen, maintenance training work bay, physical fitness room, weapons vault and storage area. Additional development includes a 9,000-square-foot unheated storage building, a 300-square-foot entry control facility, Heavy Expanded Mobility Tactical Truck (HEMTT) parking area and site improvements. The entry control facility, traffic arms and separation of privately owned and military-owned vehicle parking lots were designed to meet Anti-Terrorism/Force Protection (AT/FP) requirements.
The Windsor Locks Readiness Center is designed for LEED Silver certification, with a projected 40 percent reduction in energy use.
