Our team has conducted energy and water conservation audits of buildings, analyses, verification, condition assessments, inspection testing, evaluation, strategic planning and design of utility plants and utility distribution systems under an indefinite delivery/indefinite quantity contract with NAVFAC (Naval Facilities Engineering Command) Atlantic. As the prime contractor, our responsibilities included task order management, all consulting, engineering, design and system modeling.
Task orders included developing Energy Conservation Investment Program (ECIP) projects to include resiliency and microgrids; evaluating, analyzing, and designing mechanical and electrical utility and building systems; and performing electrical distribution systems load flow and voltage drop analyses, fault analyses, arc flash analyses, and protective device coordination studies.
Energy and Utility Audits
We completed site investigations and electrical and building system evaluations for integration of new renewable energy generation projects at both the building level (rooftop solar) and installation level (solar farms). Task orders developed initial design, construction criteria and recommendations for implementation.
Energy, Water and Utility Consulting
We analyzed electrical distribution systems and planned renewable energy systems at Navy and Marine Corps installations in support of the Department of the Navy’s Renewable Energy Program Office (REPO) goal of developing 1 Gigawatt of renewable energy projects. Studies, evaluations and analyses were completed at Guantanamo Bay, Joint Base Anacostia-Bolling, Naval Station Newport and Subbase New London.

- Renewable energy systems for large-scale wind and solar photovoltaic (PV) projects
- Energy systems integration (ESI) analyses, including how to leverage on-site generation to enhance resiliency
- Modelling existing generation and distribution systems
- Structural evaluations for the installation of rooftop PV systems
- Performance specifications for design-build RFPs
- Energy security master plans
- Solar array site analysis
- Load flow modelling and short-circuit analysis
Detailed Design and Engineering for Energy, Water and Utility Systems
At Guantanamo Bay, Newport and New London we conducted detailed investigations of high- and medium-voltage electrical distribution systems on the installations for integration of renewable energy generation. We developed load flow models and system one-line drawings and performed data analysis of electrical distribution systems at each location using SKM Power Tools for Windows.
At Newport and New London, we also developed energy security master plans for integrating renewables into future microgrids, with conceptual one-line drawings, Basis of Designs, and conceptual cost estimates as deliverables. We also further developed the microgrid concepts for NAVFAC and REPO, including development of DD 1391s for phased approaches to building out microgrids and began detailed design on the first phase of one microgrid.
