- Environmental Impact Statement Project Web Site
Burns & McDonnell is serving as the third-party contractor to the Surface Transportation Board (STB) for the preparation of the Environmental Impact Statement for a new rail line construction proposed by DM&E Railroad. The project involves approximately 200 miles of new rail construction, the largest new rail construction in recent history, in western South Dakota and eastern Wyoming.
The project is intended to provide additional rail service to coal mines in the Powder River Basin to serve the increasing demand for the region's coal and projected increases in production at the mines. The project includes extensive coordination with federal, state and local agencies as well as the public.
Significant issues are expected to include: cultural resources, Native American issues, wetlands, threatened and endangered species, and air, noise and transportation impacts associated with increased rail traffic on more than 600 miles of DM&E's existing rail line to be upgraded.
Burns & McDonnell created a custom Microsoft Access application to capture EIS comment information. As a part of processing comment documents received from the public, information is extracted and entered into Access databases created by personnel in Washington, D.C. Periodically the databases and associated Adobe files are uploaded to an FTP site in Kansas City where they can be incorporated into the project Web site.
Burns & McDonnell also developed a database-driven Web site to handle project information needs. Depending on a user's role in the project, the Web site is used by the cooperating agencies, Burns & McDonnell and the STB to formulate responses, review responses and track project status of EIS comments. Additional features of the site include display of scanned documents, an extensive database search engine, user- and role-based security, and report generation. The site is hosted by Burns & McDonnell and available to project users with Internet Explorer or Netscape and runs on an Internet Information Server Web server with SQL Server.
