- Field Asset Data Inventory
Burns & McDonnell was contracted by the Water Pollution Control (WPC) Department of Independence, Mo., to procure mobile data collection equipment, develop an inventory plan, and to train city staff on data collection techniques and protocols. The goal of the initiative was to field inventory the estimated 13,000 sanitary system assets and 24,000 stormwater system assets owned and maintained by the city.
Burns & McDonnell conducted staff interviews to determine inventory requirements and needs. After assessing the inventory requirements, Burns & McDonnell wrote a request for proposal (RFP) for WPC to select and procure global positioning satellite (GPS) equipment. The inventory project dictated that both survey-grade equipment and mapping-grade equipment would be obtained. Burns & McDonnell worked with WPC to select and procure the necessary equipment. The project deploys a permanent base station and survey-grade rovers that communicate with the base station through cell phone technology. The survey-grade setup is wireless and operates through Blue Tooth connectivity. The mapping grade configuration is Trimble GeoXTs paired with ESRI’s ArcPad mobile geographic information system (GIS) solution.
Burns & McDonnell also developed the inventory plan documenting all inventory logistics and data collection and data management processes and protocols. Burns & McDonnell also developed WPC’s ESRI geodatabase to house and manage the inventoried data. Custom ArcPad applications were built to facilitate field data collection and quality assurance requirements. Burns & McDonnell’s information management experts developed quality assurance protocols for both field and office use. A pilot study was conducted to proof and refine the equipment setups and the inventory processes. Once the pilot study was completed, Burns & McDonnell trained WPC’s maintenance staff to conduct the inventory.
WPC staff is reaping the benefits of using reliable, accurate data now available through their GIS. Data that wasn’t available previously is now facilitating effective decision making and improving the efficiency of maintenance activities.
