This state-of-the-art project delivers increased fuel transfer capability between the Navy Sasa Valley Fuel Farm and Andersen Air Force Base (AFB) and significantly improved the Navy-owned electrical primary service.
Burns & McDonnell provided comprehensive POL design services and is providing PCAS services to NAVFAC-Marianas to upgrade the fuel pipeline between Andersen and the Sasa Valley Fuel Farm, Guam. This project delivers increased fuel transfer capability between the Navy Sasa Valley Fuel Farm and Andersen AFB. Improvements included appropriate new equipment/pipelines and the re-rating of existing pipelines (Navy, two each, 10 inch, 7.5 miles each; Andersen AFB, 10 inch, 15.7 miles) to ANSI Class 600 capability.
Project scope included:
FACD Conference: A functional analysis concept development (FACD) conference was conducted to discuss concept design; project goals/functions; validate requirements, priorities and constraints; and site location. A value engineering (VE) session was included as part of the FACD.
Electronic design deliverables (EDD) at each submittal phase were prepared in accordance with requirements.
A cost estimate was prepared using the SUCCESS format.
A subsurface investigation and geotechnical survey, along with a topographic survey, were provided in conformance with the UFC requirements of the WBDG.
Utility investigations provided an analysis of adequacy of all required utilities along with the scope of upgrades required where needed. Water supply flow and pressure testing was conducted.
Asbestos sample analysis, and paints and other chemical coatings sample analysis reports were included.
