Our team provided independent, third-party external oversight services for the refurbishment project at Ontario Power Generation’s Darlington Nuclear Generating Station to the OPG Board of Directors reporting to the Nuclear Oversight Committee (NOC) and the Darlington Review Committee (DRC). We provided oversight of the definition phase through OPG’s development of its release quality estimate (RQE).
We delivered quarterly status reports to the board and focused assessments to management regarding key aspects of the refurbishment project and issued more than 200 recommendations for project improvements that have been woven into the plan for the execution phase. The recommendations spanned all aspects of the program and process development, project execution team organization and effectiveness, engineering vendor control, estimating, scheduling, commissioning, metrics and more. We also provided special assessments regarding performance of infrastructure and prerequisite work, risk program development and implementation, preparations for site integration and development of RQE focusing on both the RQE development plan and the quality of the final control budget.
Our team also provided oversight of the execution phase of the refurbishment, monitoring both OPG and vendor performance metrics and providing an independent review of the data to the Darlington Refurbishment Committee.
