- ISU Stoker Boiler Replacement
The Iowa State University (ISU) Power Plant was subject to the requirements of the Industrial Boiler MACT Rule as well as other pending environmental regulations. As a result, Burns & McDonnell provided full engineering services to replace three coal-fired stoker boilers at the end of their useful lives with three new natural gas/oil fired package boilers. The boiler replacement included a new oil storage and distribution system, which allows the university to continue operations during a gas curtailment. The new boilers interface with the existing balance-of-plant utilities to minimize construction cost and schedule.
The project also included installation of a dry sorbent injection (DSI) system on two existing circulating fluidized bed (CFB) boilers, allowing the CFB boilers to continue operating.
Related work includes the Haber Road Substation expansion, which added a 69/13.8-kV transformer, a 13.8-kV neutral-grounding transformer, a 69-kV circuit breaker, a 13.8-kV switchgear/building, and a 13.8-kV capacitor bank.
Previously, ISU and Burns & McDonnell completed a preliminary design of the Boiler MACT compliance project. It was determined that three 150,000 pounds/hour package boilers would be installed in an addition to the current boiler building. The boiler building addition required the demolition of two electrostatic precipitators (ESPs). To allow the continued operation of the existing boilers during demolition of the ESPs and construction of the building addition, two existing boilers were converted to use 100 percent natural gas.
The ISU power plant is critical infrastructure providing process and heating steam, chilled water, and power. It needed to be in operation throughout the upgrade. To meet the aggressive targets mandated by the Boiler MACT, air permit models and applications, equipment prepurchases and phased construction contracts allowed the project to start early and continue without delays.
