We are the on-call engineering, construction general contractor and maintenance contractor for statewide and Wichita Intelligent Transportation System (ITS) infrastructure for the Kansas Department of Transportation (KDOT). This includes asset management and field trouble shooting of over 150 closed-circuit televisions (CCTVs), 35 dynamic message signs (DMS), hundreds of miles of backbone fiber cable and electrical systems, and other devices.
The team delivers cost-effective turnkey ITS solutions that integrate in-house engineering and construction services for new deployments. Using an engineer-procure-construct (EPC) approach, we can both bond the projects and deliver engineering services, eliminating the need for multiple contracts on construction activities.
Typical new construction under the contract includes decommissioning old DMS, installing new camera poles, and installing new signs and detection units. With EPC, the team can deliver final plans and construction services more quickly than a typical state procurement process, and with the on-call nature of engineering services, a separate procurement and contract is not required for each minor task order. This innovative approach allows the team to move quickly on priority issues, using the firm’s data health center lab to bench-test new equipment in the KDOT ecosystem with more than eight years of maintenance and troubleshooting data. The data is used to provide recommendations to obtain the optimal maintenance program, a cost benefit ratio on infrastructure rehabilitation versus replacement, and typical asset lifecycle replacements.
Maintenance can be challenging due to geometric and topographic constraints. For example, a camera tucked behind guardrail on a bridge may provide optimal viewing but may require a full lane closure to access with a bucket truck — a cost that is passed on to the owner. With engineering and construction under one contract, we consider the complete life cycle and discuss this type of issue with the project team early to build consensus on optimal design.
This work also places us on the leading edge of transportation technology trends, such as CV/AV, electrification and land use planning. By working closely with these technologies and developing vendor relationships, we are building our understanding of the marketplace.
