- Logan International Airport Modernization
Facing its biggest challenge in 75 years, the Massachusetts Port Authority (Massport) is invested in the most significant capital improvements Logan International Airport has seen since 1977. While the airport may not have changed in nearly 25 years, business had. The result was a $1 billion expansion program aptly named Logan Modernization, a comprehensive airport expansion plan focused on terminals, roadways and innovative airside enhancements.
One of the many airside improvements was the decommission and removal of the individual tenant fueling systems. The continuous use of these systems since the late 1960s had created environmental liabilities that Massport needed corrected before expanding aircraft parking and taxiways.
Of all the private fueling facilities at Logan, Delta Air Lines Inc. operated the largest system. Before the expiration of Delta’s leasehold for that system, Delta sought a firm that could provide the support and expertise needed to efficiently dismantle the facility and address both known and unknown areas of contaminated media. Delta retained Burns & McDonnell to provide these design-build general construction and environmental management services to decommission and dismantle the system, remove contaminated soil and clear the site for part of an expanded aircraft parking and taxiway project.
Typical of airport expansion and modernization projects, the construction schedule imposed on the demolition and remediation of the Delta fueling facility was driven by the goals of the Logan Modernization. Furthermore, because the site was bounded by Logan’s only active fueling facility, a taxiway and already limited commuter parking spaces, Burns & McDonnell’s contract area was severely limited. Burns & McDonnell developed a plan for removing the 22 aboveground and underground storage tanks, piping, appurtenances, and 15,000 tons of petroleum-impacted soil without disturbing other airport operations.
The project was successfully completed. Burns & McDonnell’s leadership capability and experience with aviation construction resulted in another satisfied customer.
