Burns & McDonnell, in a joint venture called Louisa Environmental Project Partners (LEPP) that included Kiewit Industrial Co., was the engineer-procure-construct (EPC) contractor for this turnkey emission control retrofit project including complete engineering, procurement, construction, startup and commissioning.

A PJFF system with a compatible, upgraded ash handling system compatible were installed at the Louisa Generating Station. The work included all necessary design, demolition, procurement, construction, erection, controls and auxiliary support equipment for a complete multi-compartment PJFF system.
In addition, LEPP retrofitted a new dry lime FGD system-spray dryer absorber (SDA). The dry FGD is contractually capable of sulfur dioxide (SO2) removal down to 0.08 pounds/mmBTU and 97 percent availability. Actual performance has exceeded expectations. The dry FGD system retrofit also includes lime unloading and storage systems, lime slurry preparation and handling systems, waste ash systems, recycle ash systems, new induced draft (ID) fans, new ductwork and ductwork modifications at the existing electrostatic precipitator.
Burns & McDonnell performed civil, mechanical, electrical, structural and foundation design as well as instrumentation and controls. The controls engineering integrated a new distributed control system (DCS) for the FGD with the existing plant DCS. The SDA and baghouse design and supply were completed by Alstom.
This project required significant coordination and effort among the joint venture partners and MidAmerican Energy, as much of the work was done during scheduled outages. In addition, LEPP supported the client when a transformer failure (not associated with this project) on the existing unit shut the unit and new construction down. This project was a fast-paced, highly coordinated effort, focusing efforts on the client’s needs and meeting/exceeding expectations, providing value to MidAmerican Energy and the customers it serves.
