Burns & McDonnell provided professional services to Interstate Power & Light for siting, due diligence, technical support and capital cost estimates for a 550-MW natural gas facility with fuel oil backup capability. Burns & McDonnell is project engineer on the multiple-prime contract project, responsible for permitting, detailed design, procurement and construction management.

Interstate Power & Light, a wholly-owned subsidiary of Alliant Energy, determined a need in Iowa for new intermediate-load generation to serve their growing customer demands. Alliant Energy Corp., based in Madison, Wis., is a growing energy service provider with operations both domestically and internationally. Alliant Energy provides electric, natural gas, water and steam services to nearly three million customers worldwide.
Following the initial strategic siting efforts on the Alliant West system, Burns & McDonnell made a recommendation for a site location in Cerro Gordo County, Iowa. The proposed site provides access to an existing 161-kV electric substation owned by Interstate Power & Light, and access to two natural gas pipelines: Northern Natural Gas and Northern Border Pipeline. Construction began in fall 2002 and was completed in June 2004.
Burns & McDonnell performed a geographic review of electric transmission and natural gas interstate pipeline infrastructure, site-specific analysis of transmission and gas pipeline capacity, environmental assessment of candidate sites including site visits, and analysis of competitive projects. The scope also included preparation of a transmission interconnection request to ensure a position in the transmission interconnect queue. Burns & McDonnell development and environmental specialists are currently providing continued assistance to Alliant Energy on environmental permitting, conceptual engineering, and the Iowa Board approval process.
