Radiological Decommissioning - Nuclear Fuel Production Facility

Environmental Properties Management LLC (EPM) has been designated as trustee for the Cimarron Environmental Response Trust (CERT). CERT was formed following the Chapter 11 bankruptcy of the predecessor licensee. Special Nuclear Materials license SNM-928 was transferred to CERT and EPM in February 2011. The U.S. Department of Justice, the U.S. Environmental Protection Agency, the U.S. Nuclear Regulatory Commission (NRC), and the Oklahoma Department of Environmental Quality (DEQ) are the designated beneficiaries of the trust. As trustee, EPM is responsible for all administrative and environmental cleanup activities at the site.

This former mixed oxide and uranium fuel production facility is in the latter stages of decommissioning. All buildings and equipment associated with the former nuclear fuel production operations have been released for unrestricted use. Uranium, nitrate and fluoride present in groundwater exceed NRC dose-based and DEQ risk-based criteria in multiple areas on this 800-plus acre site. EPM is tasked with completing groundwater characterization, evaluating alternative groundwater remediation technologies, preparing a decommissioning plan which includes a groundwater remediation design, remediating groundwater, conducting post-remediation monitoring and final surveys, achieving license termination from the NRC, and obtaining a No Further Remediation Required ruling from DEQ.
