- Regional Training Institute - Phase One
Burns & McDonnell provided comprehensive A/E design and construction support services for the new Regional Training Institute (RTI) at the Maine Army National Guard's Training Site in Bangor, Maine. This $26 million project provides a permanent educational facility with adequate space for the 240th Regiment to plan, program and conduct Army National Guard and U.S. Army Reserve training for the region. The facility houses the regiment's 25 personnel and a student load of 100. The RTI provides primary facilities totaling 100,850 square feet for billeting, dining, administration and education.
Burns & McDonnell took a challenging, hilly site that was a utility corridor and, through careful and coordinated master planning, transformed the site into a unified campus. Phase One, the 47,500-square-foot administration and education building, is the heart of the complex and is centrally located on the site.
This building contains specialized educational and training classrooms for long-distance learning, training devices and battlefield simulation. It also includes classrooms, instructor stations, test control, laptops charging station, distance learning/VTC room, simulation room, assembly hall/simulator room, administration, a medical aid station, publication and storage area, weapons and ammunition storage, building support functions, large auditorium capable of seating 150 soldiers. It has large multi-purpose training areas, a library, learning center, maintenance training areas, and training storage and support areas.
The exterior building materials consist of masonry panel wall systems, with energy efficient triple-glazed low-e insulated window systems. The primary roof system is a pitched roof assembly with a metal shingle roof to evoke Maine's vernacular architecture. Support facilities include vehicle parking, fencing, sidewalks, exterior fire protection, outside lighting, access roads, detached facility signs, utilities and a zero-net-runoff stormwater management system. All utilities were relocated underground, and routed as necessary to avoid the new building locations. The primary physical security measures include standard standoff distances from vehicular road and parking areas and minimal perimeter fencing.
Energy Savings Initiatives
A geothermal deep well system constructed in Phase One will be extended with 25 additional wells for Phase Two. Space was left to accommodate a 21-Kw solar photovoltaic array designed for the south-facing roof and planned for Phase Two. Spray-on insulation provides a thermal barrier. Other energy savings measures include a campus energy management control system. The design includes occupancy controls, high-efficiency motors, day-lighting and HVAC systems. The project has been designed to a LEED Silver level of self-certification.
Phase Two will include the 53,000-square-foot, two-story billeting facilities organized in a quad and a 4,100-square-foot dining facility. The buildings on the complex will be connected by enclosed walkways. Phase Two barracks will provide lodging for 100 students and will include 26 suites for officers, 48 suites for enlisted personnel and 25 private suites. The dining facility will feature a large dining room and kitchen with installed equipment. A running track will also be constructed during Phase Two.
