- Security Assessment & Third-Party Review
Burns & McDonnell is conducting a physical security assessment of multiple electrical substations for a Midwestern utility. This assessment is an evaluation of the security technology, features and lighting in place at each site as well as the overall security program, protective officer staffing strategy, and incident response protocols. The goal is to determine whether the security budget is being effectively leveraged and develop the appropriate protection strategy and features in advance of the effective compliance date for CIP-014.
Phase 1 of this project included two substations and assessed general physical security as well as the protection options available for each of nine predefined threat vectors at each site. Phase 2 of this project included nine additional substations, following the same predefined threat vectors.
This project also included workshop hosting, plan review, in-person formal and informal interviews of stakeholders, and the development of recommendations for policy, procedure and technology changes based on site characteristics and desired operational reliability. The final report and findings were prepared to meet regulatory requirements.
Phase 3 of this project is underway and involves the implementation of recommended mitigation measures, including include ballistic barriers, electronic surveillance such as CCTV, ground-based radar, fence and beam detection, and policy and procedural changes. We are providing detailed design and vendor management and acting as the owner’s engineer during construction and implementation.
