- Security Assessment & Third-Party Reviewer
Burns & McDonnell conducted a physical security assessment of electrical substations in multiple locations in the South. This assessment is an evaluation of the security technology, features and lighting at each site as well as the overall security program, protective officer staffing strategy and incident response protocols. The effort was designed to determine whether the utility was effectively leveraging its security budget by applying an appropriate protection strategy and features in advance of the effective date for CIP-014.
Phase 1 included two substations and assessed general physical security as well as the protection options available for each of five predefined threat vectors (ballistic attack – small arms, sabotage, etc.) at each site. Phase 2 will include additional substations, following the same predefined threat vectors.
The project involved workshops, plan review, formal and informal interviews of stakeholders, and policy, procedure and technology recommendations based on site characteristics and desired operational reliability. The final report and findings will be prepared to meet the requirements of CIP-014-1, R4 and the protection measures identified will be formatted to meet CIP-014-01, R5.
