- Security Technology Assessment
Burns & McDonnell performed a security technology assessment for the Office of Homeland Security, Security Division, of a Midwestern county with a population of nearly 1 million. The project included 20 buildings on a single campus, as well as multiple off-site facilities, including the courthouse, an administration, convalescent center and judicial building.
Phase 1 included the review of county-captured security feature data regarding device placement. Facility as-built drawings as well as the current utilization rate of the system were reviewed to develop an understanding of the current operational security strategy at a macro level, any future construction/expansions that can affect future design, and capacity and limitations of the current network infrastructure.
Phase 2 included tours of each facility, validation of county-captured device location data, and detailed external serviceability and functionality notes of each camera location. The assessment also included a tour of all cameras using the current video management system in use to determine device viewing quality and functionality, including low light capabilities and qualities of each device. Additionally, Phase 2 included a qualitative light assessment of exterior parking lots, garages, facility entrances and exits as necessary to determine available lighting levels for installed cameras.
Phase 3 involved developments of findings and recommendations, including a rough order of magnitude cost model for review and comment by county project team members. This phase detailed the current findings of the cameras on site, identified a draft replacement strategy, and provided an impact analysis regarding IT infrastructure.
Phase 4 involved creation of detailed design drawings and specifications. These documents were vendor-agnostic, performance-based and bid ready, leading to a final design package.
Phase 5 included county bid support through the request for proposal process for the implementation of the recommendations provided.
