Burns & McDonnell, in a joint venture called Council Bluffs Environmental Partners (CBEP) that included Kiewit Power Constructors Co., was the engineer-procure-construct (EPC) contractor for a turnkey emission control retrofit project at the Walter Scott Jr. Energy Center in Council Bluffs, Iowa, including complete engineering, procurement, construction, startup and commissioning, for MidAmerican Energy Co.

The Council Bluffs Unit 3 scrubber/baghouse project at Walter Scott Jr. Energy Center included the addition of pulse-jet fabric filters (PJFF) with an upgraded ash handling system compatible with the PJFF. The work included all necessary design, demolition, procurement, construction, erection, controls and auxiliary equipment for a complete multi-compartment PJFF system.
In addition, CBEP retrofitted a new dry lime FGD system (spray dryer absorber, or SDA). The dry FGD is to be capable of SO2 removal down to 0.08 pounds/mmBTU and 97 percent availability. The dry FGD system retrofit also included lime unloading and storage systems, lime slurry preparation and handling systems, waste ash systems, recycle ash systems, new induced draft (ID) fans, removal of existing centrifugal ID fans, new ductwork and ductwork modifications at the existing cold side electrostatic precipitator.
Burns & McDonnell performed civil, mechanical, electrical, structural and foundation design as well as instrumentation and controls. The controls engineering consisted of integrating a new distributed control system (DCS) for the FGD with the existing plant DCS. SDA and baghouse design and supply were by Alstom.
This project required significant coordination and effort among the EPC joint venture partners and with owner MidAmerican Energy Co. (MEC). This included the coordination of work during scheduled outages and design and construction of the addition in a highly space-constrained facility. CBEP has met the contractual obligations for mechanical completion and substantial completion on the project, and final completion was achieved in fall 2009.
