We completed a report on the possible acquisition of the City of Milan Water Treatment Plant. To complete this study, we determined the value of the plant in accordance with an agreed-upon scope of services. Our understanding on this assignment was that the North Central Missouri Regional Water Commission wished to consider purchasing the plant and leasing the source of raw water to the plant. This study was completed as a supplement to our feasibility study/master plan contract.
Our team used a step-by-step approach in addressing the issues associated with the possible acquisition. This included determining what facilities to include in the possible acquisition, determining possible ancillary facilities that might be necessary to either acquire or lease, determining operation and maintenance expenses, determining expected rates for water if the commission purchased the plant, preparing an overview analysis of potential financing sources for the acquisition, and preparing a letter report summarizing the analysis and providing recommendations for consideration.
