KANSAS CITY, Missouri — Burns & McDonnell, a 100% employee-owned engineering and construction firm, has been selected to support the Department of Defense’s (DOD) Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) program, through an indefinite delivery, indefinite quantity (IDIQ) contract vehicle valued at up to $151 billion.

SHIELD is a cornerstone of the Missile Defense Agency’s (MDA) emerging Golden Dome initiative — a multi-domain missile defense architecture designed to protect the U.S. homeland, deployed forces and allies against advanced aerial and missile threats. With a 10-year ordering period and maximum value of $151 billion, the SHIELD procurement will be one of the largest acquisitions in U.S. history.

There are 19 technical work areas under the SHIELD contract, including facilities Engineering and Sustainment; Operation and Sustainment; Integration and Assembly; Cybersecurity across air, land, sea and space domains; and advanced infrastructure integration.

“SHIELD marks a major step in modernizing and integrating the systems essential for a next-generation missile defense shield capable of protecting the U.S. homeland from evolving threats,” says Kirk Molacek, Burns & McDonnell missile defense program lead. “Our team is ready to bring the technical skill, mission focus and disciplined execution required to support the Golden Dome vision.”

Burns & McDonnell brings decades of mission-critical engineering and construction experience supporting the MDA, DOD and leading aerospace and defense partners. Over the years, the firm has helped deliver many of the systems that keep national defense missions running, from radar and missile-control infrastructure, satellite ground stations, command and control facilities, and advanced communications networks.

“Our firm’s strength lies in our vertically integrated approach and the breadth of our technical talent,” says Dave Barr, Burns & McDonnell senior vice president. “We’re proud to contribute our engineering depth, secure infrastructure experience and long-standing partnerships with the nation’s top defense innovators as MDA advances the Golden Dome architecture.”

This contract vehicle will help the DOD advance the next generation of integrated, layered defense capabilities for the nation. By supporting MDA’s mission and collaborating closely with industry partners, this program will strengthen readiness, enhance resilience and enable rapid innovation across the missile defense enterprise.
