Everman Parkway Progressive Design-Build

Our team is serving as the integrated design-builder for the City of Fort Worth’s first progressive design-build (PDB) transportation project — a $42 million greenfield extension of Everman Parkway in southern Fort Worth.

This transformative project will deliver nearly 1 mile of new roadway, an innovative multilane roundabout intersection at Hemphill Road, a 750-foot bridge spanning the Union Pacific Railroad, and enhanced multimodal and pedestrian connections serving one of the city’s fastest-growing industrial corridors.

In partnership with the city, we were able to achieve groundbreaking within nine months of contract execution, setting a record for the city and exceeding industry standards for comparable infrastructure programs.

This initial PDB project is redefining how the city approaches complex infrastructure by promoting collaboration, transparency and shared accountability. From the earliest design stages, we worked with city staff to develop an initial cost estimate at nearly 0% design, validating budget alignment and enabling informed decision-making. Through early risk workshops and continuous cost modeling, the team identified and implemented time- and cost-saving innovations, including a channel realignment and box culvert strategy that eliminated two bridge structures and saved more than $1 million.

Community Engagement Success

Community engagement initiatives were developed in close collaboration with city staff. The team launched a project website and hosted multiple open-house meetings at a community church. These sessions created a forum for residents and business owners to learn about upcoming construction work, provide input and ask questions. By investing early in transparent, two-way communication, the project team gained community trust and minimized disruptions, creating a public that is informed, engaged and supportive when construction begins.

Creative Schedule Management

When right-of-way acquisition and utility relocations presented potential delays, the team developed creative sequencing and staging plans to sustain forward momentum. Two early work packages were advanced ahead of final design completion — one enabling clearing of trees outside seasonal bat nesting windows and another upgrading existing vitrified clay sanitary sewer lines. These proactive steps allowed construction to begin sooner while maintaining environmental compliance and avoiding schedule impacts.

Through this milestone project, with anticipated completion in mid-2027, we are helping the city set a standard for PDB delivery. It empowers first-time owners to move faster, manage risk more effectively, and deliver essential infrastructure that strengthens community connectivity and economic growth.
