We are providing engineering, procurement, construction administration and startup services under a design-bid-build delivery model for a nominal 850-megawatt (MW) simple-cycle generation facility in Naples, Texas, for Arkansas Electric Cooperative Corporation. It will be among the highest-performing, lowest-emitting and most efficient simple cycle natural gas plants in the utility’s fleet.
Our team was hired in 2023 to support the new generation facility on approximately 100 acres in Morris County. The site is conveniently located close to natural gas pipelines and transmission infrastructure.
Early work included a project definition report with preliminary general arrangements, heat balances, piping and instrumentation diagrams, one-line drawings, control system architecture, a major equipment list, a project schedule, and a total installed cost estimate for owner evaluation.
We also developed specifications and secured firm quotations for major long-lead equipment, including the gas turbine generators, generator step-up transformer and unit auxiliary transformer to support the project estimate.
The facility consists of two Siemens 9000HL dual-fuel combustion turbines in a simple-cycle arrangement. The team incorporated a dilution hot selective catalytic reduction (SCR) system to reduce nitrogen oxides and carbon monoxide emissions. Electrical output from the gas turbine generators will be stepped up to 345-kV and interconnected through a new site substation.
