Progressive Design-Build Wastewater Treatment Plant Improvements

We are the progressive design-build partner for improvements to the City of Montrose wastewater treatment plant. The project is designed to strengthen reliability and prepare the facility for anticipated nutrient limits.

The city has operated the treatment plant, which has a permitted capacity of 4.32 million gallons per day (MGD), for more than four decades, treating wastewater from community homes and businesses. The facility upgrade is planned to replace aging infrastructure and prepare for anticipated nitrogen and phosphorus limits under Colorado Regulation 85. It includes treatment modernization, influent and return activated sludge pumping, ultraviolet (UV) disinfection, and standby power systems within the existing plant.

Our team is constructing the upgrades while coordinating with plant staff for continuous plant operation. Early project contracts supported phased planning, cost and schedule development, coordination among the city, designers and construction teams, and early equipment procurement to secure early cost certainty and reduce lead-time-related schedule risks.

Treatment Processes

To improve nutrient removal, we designed a new 130-foot-by-130-foot anaerobic basin for dedicated biological phosphorus removal. Additionally, modifications to the return activated sludge and waste activated sludge pumping systems will provide greater process control and operational flexibility.

The project also replaces aging influent screw pumps, oxidation ditch rotor aerators and the UV disinfection system. The new self-cleaning UV system reduces electrical use by modulating power based on flowrate, while a new, higher-capacity emergency standby generator will support plant operations during power outages. These improvements will strengthen treatment reliability and prepare the facility for future regulatory requirements.
