Class VI Injection Well Permitting

Our team is providing Class VI Underground Injection Control (UIC) program, Greenhouse Gas Reporting Rule and related support to a major midstream oil company for a multiwell carbon dioxide (CO₂) injection facility for permanent geologic storage in the upper Midwest region of the U.S.

We were engaged to prepare the Class VI injection well permit application and associated plans for 15 Class VI injection wells contemplated for an area of interest (containing the Area of Review (AoR) for each of the 15 injection wells) that exceeds 170 square miles. The scope of work includes coordination and meetings with federal and state agencies as well as preparation of the following plans for submittal to the U.S. Environmental Protection Agency (EPA):

  • AoR and Corrective Action Plan
  • Testing and monitoring plan (including quality assurance and surveillance plan)
  • Injection Well Plugging Plan
  • Post-Injection Site Care and Site Closure Plan
  • Emergency and Remedial Response Plan
  • Well Construction Details Report
  • Monitoring, Reporting and Verification Plan

We have also been asked to support preparation of the demonstration of financial responsibility and the Well Stimulation Plan, as needed. Our ongoing efforts include working with the EPA, Bureau of Land Management (BLM) and state agencies on regulatory, administrative and technical requirements of the program, as well as private landowners on property access and environmental baseline sampling.

The team prepared a Plan of Development and Baseline Monitoring Program Sampling and Analysis Plan, which were approved by BLM and EPA. We performed environmental and receptor field reconnaissance of the area of interest. We are performing groundwater and surface water sampling for the BLM Baseline Monitoring Program and are completing cultural and environmental surveys required by the National Environmental Policy Act (NEPA).
