Pioneer Generation Station Phase IV

We are the engineer-procure-construct (EPC) contractor for the Phase IV expansion of Pioneer Generation Station.

This expansion adds 583 megawatts to the existing facility by adding two Siemens STG6-5000F simple-cycle combustion turbines and six Wartsila W18V50SG reciprocating engines to support load growth. The two technologies are being installed in parallel a half-mile apart at either end of the existing facility. This is Basin Electric’s largest new single-site generation plant since the 1980s.

We began the project with upfront project development efforts, including environmental permitting and Certificate of Public Convenience & Necessity (CPCN) support. After these initial planning phases, Basin elected to work with us in a partnered EPC approach. In the EPC role, our responsibilities include the engineering, procurement, construction and startup/commissioning for the project.

Our team is also responsible for self-performing a majority of the construction via our construction subsidiary, AZCO, including all the below-grade utilities, tanks and electrical duct banks, as well as the above-grade piping and electrical, building erection, electrical equipment and raceway, and major mechanical equipment.

Partnered EPC approach.

Basin Electric chose our team as its EPC partner to provide planning, design and project execution. This approach allowed the utility to have input prior to mobilizing construction to the site. It also allows us to formulate design around construction and installation upfront, which streamlines work packages, prefabrication, field procurements and mobilization to the field.
