Water & Wastewater Program Management

Water, wastewater and stormwater system infrastructure is vital to every community’s future. Developing and managing improvement and maintenance of that critical infrastructure is a massive undertaking.

Our program management services can help you develop your infrastructure plans and bring them to fruition. We work with you to coordinate management, planning and design services, complementing your organization and integrating with your operations. We help you leverage your existing funds to the benefit of the community you serve. We integrate with your city staff to develop critical internal processes, draft ordinances and find cost savings across the big picture. 

Consent Decree Implementation & Renegotiation

Data continues to support green infrastructure initiatives that perform as good as gray ones. Our team works with Environmental Protection Agency (EPA) staff, city leaders and affected communities to determine the best possible program, renegotiating terms when needed. Our work on major capital improvement programs for water and sewer system work includes initiatives in Cincinnati, Omaha, St. Louis and other municipalities.

We are working on the one of the biggest overflow control programs in the country for the City of Kansas City, Missouri. The $4.5 billion, 25-year program is the result of a federal consent decree settlement with the U.S. EPA. Our assistance has included combining control plans in seven combined sewer system basins and four major separate sewer systems into an overall long-term control plan, as well as managing technical service contracts, recommending contracting strategies, development and implementation of the program schedule, review of funding strategies and developing processes for management of records and data. The program has been designed for transparency, involvement and incorporation of green infrastructure — the first consent decree to gain approval for green infrastructure components.

Asset Management & Capital Program Development

Many of our professionals have been in your shoes. They understand the facility management, design and financial operations. Our holistic approach includes negotiations with the EPA, including affordability assessments, working with attorneys, utility representatives and agency representatives.

Capital improvement planning (CIP) can be daunting. With aging infrastructure, it’s difficult to know where to begin. We assist you by leveraging our experience, knowledge and technology to determine the most effective approach to solving your system’s infrastructure challenges.

Our comprehensive services include gap and condition assessments, strategic planning and asset risk models, looking at the whole picture to identify and address potential challenges. We can develop or evaluate your master plan or present your plans to approving boards on your behalf.

We also have the ability to implement new technology systems for asset management, strategic planning and more.

Financial Planning & Affordability Analyses

From rate studies to depreciation planning to project feasibility, we have consulting professionals who understand the process and address your financial planning needs. We can help you maintain your planning models to address regulations as well as ongoing system maintenance.
